Oude Westen, Rotterdam: risk profile for apartment buyers

Oude Westen is a nineteenth-century working-class neighbourhood between the Westersingel, the 's-Gravendijkwal, the Nieuwe Binnenweg and the railway. In 1970 residents here campaigned for better, affordable housing, which marked the start of Rotterdam's urban renewal: over the following decades hundreds of homes were renovated or merged and run-down blocks were replaced by new construction. As a result, old buildings and 1980s infill stand side by side; 72% of apartment buildings date from before 1945.

The Nieuwe Binnenweg is the neighbourhood's best-known street: a long shopping street with independent shops, vintage stores, cafés and restaurants. The West-Kruiskade is the multicultural shopping street, with grocery stores, Chinese and Surinamese shops and eateries. The Wijkpark is the local green space, and the Museumpark and Het Park are right next door. Getting around is easy: Centraal Station is within walking or cycling distance, Eendrachtsplein metro station is on the edge of the neighbourhood, Dijkzigt metro station sits by Erasmus MC, and several tram lines run through. Being next to Erasmus MC, the area houses many hospital staff and students.

There are clear downsides too. Around the Nieuwe Binnenweg, the 's-Gravendijkwal, the Kruiskade and the Wijkpark, nuisance from homelessness and drug use has been a problem for years, and residents and the wijkraad report that people feel less safe. The Nieuwe Binnenweg can be noisy in the evenings and at weekends. In the older buildings apartments are often small, with steep stairs and no lift, and wooden-pile foundations need extra attention. 80% of homes are rented (CBS), many from housing associations; in a mixed building the association often holds the majority of votes in the VvE. So always ask about the voting split, the MJOP and the foundation survey.

96% of homes in Oude Westen, Rotterdam are apartments in buildings with two or more homes (BAG, 2026-10-14). They sit in 812 apartment buildings, roughly the number of VvEs in the buurt (BAG, 2026-10-14). Oude Westen has 9,630 residents and an average WOZ value of €370,000 (CBS, 2026-10-14).

Risks

  • Foundation risk: the postcode area around this buurt (3014TJ) is classified "Overig" (PDOK/RVO, 2026-10-14). "Overig" means RVO does not classify the area itself, because the municipality of Rotterdam publishes a more current, detailed foundation map (rotterdam.nl/funderingskaart). 72% of the apartment buildings here were built before 1970, the era most associated with wooden-pile foundations (BAG, 2026-10-14). This is an area-level indication, not a per-building inspection — always ask for the VvE's own foundation report before buying.
  • Flood depth: not available for this buurt (Klimaateffectatlas only gives us a raw index value here, not a real-world water depth).
  • Heat stress: not available for this buurt (same limitation as flood depth — only a raw index value, not a usable figure).
  • Soil status: not available for this buurt (Bodemloket data is not yet integrated).
  • Energy label: we don't show per-building labels. Look up the label of the apartment you're considering on EP-Online by address. 72% of the apartment buildings here were built before 1971, an era that was often built with little or no insulation.
  • Registered crimes per 1,000 residents (police/CBS, 2025): 96 (923 registered crimes, 9,630 residents). Crimes are counted where they happen, including against visitors, shops and commuters; where many non-residents come, the per-resident figure says less about residents themselves. These are police records, a different measure from the Koopscan crime signals at the bottom of this page.

What this building stock means for your VvE

Most apartment buildings in Oude Westen (72%) were built before 1945. Typical VvE cost themes for that era: foundations (wooden piles), wooden floors, roofs, and permits for work on monuments.

What to check in a pre-1945 building:

  • Foundation: ask for the foundation survey (funderingsonderzoek) and check whether pile repair is planned and budgeted in the MJOP.
  • Wooden floors and roof: look in the MJOP for beam, roof and gutter work, with a year and an amount.
  • Energy label: pre-war buildings often have a low label. Look up the apartment's label on EP-Online and ask whether the VvE has an insulation plan.

Another 26% were built between 1971 and 2000. Typical themes there: energy upgrades, lifts, and installations nearing the end of their life.

What to check in a 1971–2000 building:

  • Lift and installations: check the age of the lift, heating and ventilation, and the replacement year in the MJOP.
  • Roof and window frames: buildings of this age are due for roof and frame replacement; check that the MJOP plans and budgets it.
  • Energy label: look up the apartment's label on EP-Online and check whether the MJOP includes energy upgrades such as glazing or roof insulation.

General guidance based on construction era; your building may differ.

Are apartments in Oude Westen on erfpacht?
We have no open per-parcel erfpacht data for Rotterdam, so check the title deed (eigendomsakte) or the Kadaster record of the apartment you're considering. If the land is on erfpacht, ask whether the ground rent (canon) is bought off and until which date, or what it costs per year and how it is indexed. Ask which general conditions (algemene bepalingen) apply and whether the lease is perpetual (eeuwigdurend) or ends on a set date. Also ask whether the VvE pays the canon through the service costs or each owner pays it separately, because that changes your monthly costs.

This is general guidance by construction era; your building may differ.
What should I ask the VvE before buying in Oude Westen?
Ask for the MJOP, the latest annual accounts (jaarrekening) and three years of minutes (notulen). For Oude Westen in particular: When was the foundation last inspected, can I see the report, and is foundation repair in the MJOP? Is the building a rijksmonument or in a protected cityscape, and does the MJOP budget for permit-bound restoration work? When were the roof and the wooden floors (beams) last inspected, and are repairs planned in the MJOP?

Every building and every apartment can have its own issues — the facts above describe the buurt as a whole, not any single home.
